Why won't my mower blades turn, even though there's no apparent obstruction?

Mower blades will not rotate if there’s a worn or damaged drive belt, frozen idler pulley, or bent blade mandrel. Check and replace the blade mandrel, mower drive belt, and address any obstructions in the clutch mechanism as needed. (Page 38)
