Do I need to use the tether strap in rear-facing mode?

No, you must NOT use the tether strap when the child restraint is installed rear-facing. The tether strap is for forward-facing use only and should be stored during rear-facing installation by attaching the tether hook to the storage clip on the seat. (Pages 10, 28)
