Why do I need to enable Bluetooth and location services on my mobile device when setting up the printer?

Enabling Bluetooth and location services helps the HP Smart software find your network and printer during setup. According to the manual, your location is not being determined and no location information is being sent to HP as part of the setup process. (Page 3)
