Why does the HP Smart app need Bluetooth and location services enabled on my mobile device during setup?

Enabling Bluetooth and location services helps the HP Smart software find your network and printer during the setup process. HP notes that your location is not being determined and no location information is being sent to HP as part of the setup process. (Page 3)
