Why does my air conditioner not cool or heat effectively?

Several factors could reduce cooling or heating effectiveness: the air filter may be dirty and needs cleaning, the room may have been very hot when first turned on so it needs time to cool down, the setting temperature may be set incorrectly, or the indoor unit's air inlet or outlet vents may be obstructed.
