Why are sparks appearing on burners I am not trying to light?

This is normal operation and not a fault. All igniters spark when any single burner control knob is turned on, so sparks will appear at all burners simultaneously. Additionally, when power is first connected or reconnected after an outage, the igniters may spark once or twice even though all knobs are in the off position. (Pages 13, 31)
