Why are sparks appearing on burners I didn't turn on?

This is normal operation and not a fault. All igniters spark when any single burner control knob is turned on. Additionally, when electrical power is first connected or reconnected after an outage, the igniters may spark once or twice even though all burner knobs are in the OFF position. (Pages 13, 31)
