What authority levels can be assigned to users, and what are the differences between them?

There are five authority levels: Standard User (level 0) can only perform security functions in their assigned partition; Arm Only (level 1) can only arm the system; Guest (level 2) can arm and disarm only if the system was armed with their code; Duress Code (level 3) acts normally but can silently notify the Central Monitoring Station when used under threat; and Partition Master (level 4, VISTA-20P only) can do everything a standard user can do plus assign security codes to users in their partition.
