Why can't I use a USB cable to set up my HP LaserJet M207e printer?

Printers with a USB port label must be set up using HP Smart and an Internet connection first. After initial setup is complete, you can print using a USB cable if needed, but the printer must remain connected to the Internet at all times (Page 3).
