Why doesn't my washer have a full basket of water like my old washer?

This is normal operation for the W10873891 HE low-water washer. The washer automatically senses the load size and adds the correct amount of water for optimal cleaning—you will not see the basket completely filled with water, and it is normal for some of the load to be above the water line. Do not add more water, as this will lift items off the washplate and reduce cleaning effectiveness.
