Possible server-side or ISP connectivity issues, misconfiguration, or hardware malfunction.

Check physical connections including cables between the gateway and equipment/network endpoints.
Power cycle the unit: unplug and plug back in after 60 seconds.
Contact AT&T support as an issue with external network/server resources might be involved.
