Why does my washer not have a full tub of water like my old washer?

This is normal operation for an HE low-water washer — the load will not be completely underwater. The washer automatically senses the load size and adds the correct amount of water for optimal cleaning, so no water level selector is needed. Do not add more water to the washer, as adding water lifts items off the washplate and results in less effective cleaning. (Page 15)
