Why doesn't my washer fill completely with water like my old washer?

This is normal operation for this HE low-water washer. The washer automatically senses your load size and adds the correct amount of water for optimal cleaning. It is normal for some of the load to be above the water line. Do not add more water, as adding water lifts items off the washplate and results in less effective cleaning.
